Life is back to normal in Mumbai even though anger remains in everyone’s heart. Each and every citizen we talked wants justice this time. “Enough is Enough” is what the people have been saying and further adding that the politicians who have ignored the warnings, have taken each attack so lightly should not be asked to resign, should be penalized to work hard and find a solution, interesting huh!
A Taxi Driver in Mumbai said “Patil pehle istifa kyu nahin diya jab Bangalore, Delhi, Jaipur mein Dhamaka Hua. Pehle de deta aur koi achcha minister aata toh Mumbai Dhamaka toh nahin hota.. (Why didnt Mr. Shivraj Patil offered resignation before when we had blasts in Bangalore, Delhi and Jaipur. Had he offered his resignation then and a able minister taken his post the Mumbai Attacks would have been averted)”. One said “Minister ko toh dugna kaam karwao and agar next time dhamaka hoga toh unko face karne do (Ministers should work double hard now and if at all there is blast next time they should face it (and not NSGs))”. Probably anger against the politicians is at its peak now!
However, the big question is – Why is every time there is a blast we get news that intelligent warning was ignored”. On Mumbai Attacks, can we ask the Government, who was that BLESSED FACE who ignored such important warning? Shouldn’t that person or department be criminally prosecuted. Doesn’t that department or person know we have had paid HUGE PRICE in terms of lives and property in the past ignoring those warnings?
FIA (federal Investigation Agency) was due to setup in the year 2002 and because of the opposition from State Governments that was never implemented. Why? Some said like POTA law, FIA will be misused and it will intrude into the power of the local police. What a SHAMEFUL justification! Now, where are those State Government Hiding? Do you have any answers now?
It will take a while for people to heal the wound, but the scar, the terror, the nightmare will haunt for years to come. Ultimately we have learnt a big lesson from this blast – even a small warning or report should not be ignored, ministers and security agencies should be doing their jobs correctly and one mistake can cause HUGE disaster.
Further, we just cannot rely on the security agencies, ministers. We ignore many suspicious activities and movement, which if taken seriously might avert some problems.
Though we are not the best person to advise what steps should be taken, here are some thoughts:
No 8 figure grid reference – it is intelligence, Silly!
World over the autobiographies of sleuths have never even once mentioned the single instances when they could generate cent-percent accurate intelligence. Those who did – had not lived enough to tell the tale! The business of intelligence collection, collation and dissemination is so full of ifs’ and buts that by the time it reaches the end-user it has been many times removed of it’s time and place value.
It appears to have been a massive intelligence failure as a result of which Indian security agencies were caught napping; this despite reports that Indian Authorities had been aware for some time of rumors of an impending attack, including even mention of the Taj Mahal Hotel.
But one has to remember that the operational intelligence leaves lot of scope for addition or deletion. In nay case, the steady stream of intelligence will only help the expert to draw a pattern and make projection or intelligent guesses! It will be really very silly to expect that any agency in the world will generate the intelligence giving time in milliseconds and location in ‘eight figure grid reference’! Even if once, some intelligence is so gathered, by the time it reaches the end-user, the variables might change as terrorists can always change their locations, timings, numbers, weapons or modus-operandi! Remember, they too have Plan Bs! Out of all persons, Admiral Sunil Mehta should know this and also remember that if one wants to do things best, it is best to do oneself!
However, “the fact that the boat used by the terrorist to enter Mumbai was undetected for 72 hours does not augur well for India’s security. Unmolested by any naval action to intercept, the terrorists sailed leisurely towards Mumbai. There were no signs of warships, conducting radar sweeps conjointly with the Navy and Coast Guard run Dornier surveillance sorties or more intensive searches seaward by the naval and coast guard vessels†writes Bharat Karnad, Professor of national security studies at the Centre for Policy Research.
