		<description>ragging is already banned. There is nothing in the Constitution of our country which permits this pernicious practice. Instead of press and web sites coming together to campaign against it and demand punishment for those who indulge in it I find they sometimes start praising it as something cool and desirable and debating whether or not it should be made legal.  If it is to be allowed and  made legal then correspondingly the person who is ragged should have a legal right to kill, the person who is ragging, to protect his/her honour.</description>
